Prior to joining Garcia & Milas, Mr. Davey spent 45 years in the public sector, the last 29 years with the Connecticut Office of the Attorney General.  As a member of the Civil Rights and Torts Department during the last 15 years, Attorney Davey’s case load emphasized handling complex litigation with significant public policy issues and/or high liability exposures.  His practice also included serving as counsel to various licensing boards and commissions and handling of appeals from final agency decisions. He had a robust insurance enforcement practice.

Professional Associations: Mr. Davey is a member of the American and Connecticut Bar Associations.  He has provided leadership to the CBA Administrative Law Section over several decades.  He is a frequent lecturer on administrative law and civil procedure. In January of 2019, he was an administrative law lecturer at the University of New Haven Henry C. Lee Institute Training Program with representatives of Schandnog Province, People’s Republic of China.

Education: Mr. Davey graduated from the University of Connecticut School of Law. He was honored as the Class Salutatorian. Before earning a law degree, he graduated with an MA in Community Psychology from the University of New Haven after earning his BA in Psychology and Sociology from Nasson College.

In each of these academic settings, he was active in student government organizations and was the Student Representative to the Faculty Senate. From 2012 to 2018, Mr. Davey served on the University of New Haven Alumni Association and was President 2015-2018, Programs-Events Chair (2013-2015). He is currently on the Advisory Board for the Henry C. Lee Institute of Forensic Science and Criminal Justice.
